    2009年7月16日,年仅30岁的政治助理赵明福(Teoh Beng Hock)被发现在沙亚南商业广场(Plaza Masalam)五楼阳台死亡,地点正位于马来西亚反贪污委员会(MACC)雪兰莪州办公室下方。作为一宗涉及州政府资金滥用指控案件的证人,他此前在该处被彻夜盘问。赵明福遭遇了长时间、深夜且不间断的盘问——这是一种具压迫性且违法的执法行为。 他的死亡引发了全国乃至国际社会的强烈愤怒和关注,凸显出执法机构内部存在的滥权问题、羁押期间的暴力行为,以及严重缺乏问责机制的问题。 案件调查及“无进一步行动”(NFA)决定 2011年,皇家调查委员会的调查结果指出,赵明福是自杀身亡,但其行为是在反贪污委员会(MACC)官员施加的极大心理压力下所致。 2014年,上诉庭的裁决成为此案件发展的关键转折点。上诉庭在法律上确认赵明福命案并非自致,而是包括反贪污委员会(MACC)官员涉及在内的不法行为所致。尽管上诉庭未提出正式建议,但其裁决明确要求展开刑事调查、追究个人责任、改革审讯制度,并加强体制监督。然而,这些要求至今均未获得妥善落实。 根据上诉庭的指示,赵明福案件于2014年正式重新启动调查。然而在2025年5月,马来西亚总检察署(AGC)将该重启调查归类为“无进一步行动”(NFA),给出的理由是缺乏足够证据依法起诉任何个人。 在这长达11年的时间里,尽管公民社会和赵明福家属多次呼吁对案件展开彻底调查,并要求法庭裁定此案存在刑事不当行为,但始终无人被追究责任,涉及反贪污委员会(MACC)官员也从未被起诉。十多年过去,赵明福及其家属依然未能等到真正的正义。 你可以做什么来实现正义? 签署请愿书,敦促马来西亚政府立即采取透明且有实质意义的行动,以确保赵明福获得应有的正义。迟来的正义非正义。让我们与赵明福的家属及所有遭受羁押虐待的受害者站在一起,携手争取正义。 案件最新进展
